National Council Delegates

National Council Delegates serve as Girl Scouts of Western New York voting members at the National Council Sessions.

They engage and gather feedback from Girl Scout members in our council, learn about proposals, and take action to be the voice of Girl Scouts of Western New York during the National Council Session. They then bring back information to share locally.

Girl members who are 14 years old as of December 31, 2022, and adult members who reside in the boundaries of Girl Scouts of Western New York are eligible to apply to be a national delegate.

Applying to be a National Delegate

To complete the application, several uploads are required. Please have these available before you begin—a photo headshot, completed self-evaluation matrix, and signed delegate agreement.

National Delegate Responsibilities
  • Attend all local orientation and preparation meetings prior to the National Convention.

  • Study the National Council Meeting agenda.

  • Understand Girl Scouts of Western New York stance on actions to be taken by the National Council (delegates may vote independently, based on the best interests of Girl Scouting as a whole).

  • Attend all National Council meetings and report National Council actions to Girl Scouts of Western New York members.

  • Know parliamentary procedures and how to use them.

  • Participate as a national delegate for the entire three-year period.
Requirements to be a National Council Delegate
  1. A citizen of the United States. 
  2. A registered member of the Movement.
  3. Be 14 years of age or older.
  4. Available to attend the National Council Session (July 16 – 23, 2023)
  5. Committed to participate in delegate training sessions offered by the Council.
  6.  Committed to three (3) year tenure as a Delegate.
  7. Committed to participating in National Council Session follow-up activities sponsored by the Council.

National Delegate FAQs

Who can apply to be a National Council Delegate?

Girl members who are 14 years old as of December 31, 2022 and adult members who reside in the boundaries of Girl Scouts of Western New York are eligible to apply to be a national delegate.

When do applications close?

Applications will be accepted until January 1, 2022. Application must be completed and submitted by that time to be considered.

Who makes the final selection?

Selection of National Council Delegates is made by Girl Scouts of Western New York Board Development Committee. 

Do I need any specific previous experience to be a national delegate?

No, you don’t need to have particular experience. Training is provided on Robert’s Rules of Order and parliamentary procedure, as well as on the proposals that are to be voted on or discussed at the National Council Session.

Is there a cost to being a national delegate?

Girl Scouts of Western New York covers majority of the cost of travel and attendance. In addition, Girl Scout uniform is worn at certain National Council Session meetings. For adults, this is navy blue business attire.
